Technical and ministerial posts — the Junior Engineer (Civil) among them — are filled from a Rajasthan Staff Selection Board advertisement and appointed under the Rajasthan Municipal Subordinate and Ministerial Service Rules, 1963, which makes them REGULAR service posts. The contractual Safai Karmchari posts are altogether different: the department fills them itself, on contract, under the Rajasthan Contractual Hiring to Civil Posts Rules, 2022, and selection is by lottery.

For the Class IV posts the Appointing Authority is the Head of the Office, and no CET is required for them. The practical consequence is that notice of these posts does not appear in one place — you have to watch both the notice boards of the offices in your own district and the local newspaper.
